Intel tried to up clock speeds over a decade ago and found that the increased clock rate actually decreased instruction execution per time. Since then they have found a happy medium between clock speed and pipeline length (the part that allows for parallel instruction execution) and have found ways to increase power and speed in other ways. If you're interested in the nuts-and-bolts you should look into parallel process pipelining.
