Was going to ask the same thing. Top-security clearances aren't a right. Plus, the moment it was clear she was involved in the email scandal they should have removed every form of clearance she had.

I could be wrong, but I think you might be mixing up clearance and access. Access means that they have the power to view a particular piece of information, clearance means that they can be granted access.

They get access when they hold public office, then lose it again when they leave. Clearance is a measure of their trustworthyness and isn't supposed to be granted or revoked based on what elections they won.

They don't really. Their background investigation is good for a set period of time. Technically they have a security clearance that can be re-instated for that duration. Their access to classified information is severed when their need to know no longer calls for it.
