What a sad and delusional way to ruin a great idea. No one is going to spend millions of dollars on floating cities only to fill them with illiterate illegal immigrants that will have no way to earn a living once there.

Once they start being built floating cities will be tech innovation hubs, and entrance will be like applying for a job and buying a house in a rich neighborhood during the same interview. If you are not a young innovator, business owner, or rich investor, you are not going to live on the boat.

That's the key part. No welfare, no nationstate to leech off, it's literally sink or swim. In reality most would leave and go back home. The genuine asylum seekers would be greatful for the free house and work their ass off to keep it.

Yeah, if we want illiterates on Islands we already have Somoa. I don't think you can ethically deport someone to a place that you know is going to end up being hell, when you've created it.
