Alright, I'm sure almost everybody has hit the character limit at some point and had to use clever tricks to try and fit everything in. I'm here to tell you there is a simple way around this. That is the CSS at-rule @import. Simply select a file host, upload your CSS document, then link to it on Voat. Like this:
@import url("DIRECT URL TO THE FILE HERE")
This should allow you to upload files that are as large as your new host will allow, while the Voat server only has to host that one line. If you combine this with external image hosts you're footprint on Voat's servers should be minimal! Here's an example of a sub functioning with this trick: /v/TemposPlaySpace

doing this will increase the total load time of the subverse (the first time your browser caches the external CSS). Make sure that the server hosting the CSS has good performance and uptime and is reliable.
