The problem with that is that you can't spontaneously accelerate to near light speed. You need to accelerate up to half way to your destination, then turn around and decelerate the rest of the way. Since this is a propellantless system we can ignore that being really fuel inefficient, but that still means you'll probably get nowhere near c. Micronewtons of thrust is the unit I'm seeing, which means years until you're going over a few kilometers per second. It wouldn't be very useful inside a gravity well.

You're right, but the point of multinational treaties is that no one country should be more powerful than all (or ideally even most) of the rest. If everyone participating embargoes one nation, they combined should always be powerful enough to be effective.
