Just to get it neatly centralized, I'm adding my reasoning as stated in "The Spam Problem":

Unless a site is hosting videos itself, I see no reason for an aggregator such as Voat to link to another aggregator instead of the actual content. Promoting separate websites that provide a useful directory (and don't include malware etc.) should be allowed but not be part of content submission.

Questions about some of the fakeapp options submitted by deepshakes to DeepFake

I haven't looked at the implementation that FakeApp uses but I'd guess by "kernel size" they mean kernel size of the erosion operation (aka shrinking) since that's what the python scripts are doing. Blur size should then be the kernel size for the blur operation. Both work based on the same principle:

Say you set a kernel size of 3, then for every pixel a 3x3px grid is put onto the image and centered on that pixel (for calculation, not an actual visible grid). For erosion, the process is quite simple. If the grid is so close to the edge of the foreground (in our case, the rectangle containing the face that the algorithm put onto the original image) that the grid extends over the edge, then the pixel on which the grid is centered is removed from the foreground. This means that pixels along the edge are removed, creating a shrinking effect. Higher kernel erosion sizes will make the foreground smaller.

For blurs, this grid is filled with factors, usually all 1s for a mean blur or some normal distribution (middle values are high, outer values are low) for a gaussian blur. Then, the values of the pixels below the grid are multiplied by their factor in the grid and then their average is calculated, the middle pixels having more weight in a gaussian blur. The middle pixel, onto which the grid was centered, is then replaced by the calculated average. Since in a mean blur, all factors are 1, this is really just averaging the pixels in a 3x3 grid. If you took a grid twice as large as the image, then you'd end up with a single color on all pixels. I'm not sure which blur the app uses but gaussian blurs are quite standard.

I don't know which numbers are optimal or if there even are optimal settings. I suspect the parameters should depend on the size of the replaced face in the video frame, i.e. when the actual model is close and a 500x500px rectangle is replaced, a higher blur size is necessary than for shots with a 150x150px face area.

Your best bet is probably to select a short, few-seconds long clip from your target video and try different settings. If you want to convert a larger video, you could also take a longer clip with a very low framerate. Not sure about any windows tools, but FFMPEG supports these operations in a script-friendly manner. For conversion of the clip from 01:30 to 01:40 (t = duration) with its original framerate:

ffmpeg -i target_video.mp4 -ss 00:01:30 -t 00:00:10 -f image2 output/%06d.png

For conversion of the clip from 00:00 to 03:00 with 3 fps:

ffmpeg -i target_video.mp4 -ss 00:00:00 -t 00:03:00 -r 3 -f image2 output/%06d.png

I don't quite know what the other options are for, just that the seamless option performs a lot better on my CPU than my GPU.

This is a re-upload from a collection that's been taken down already. Does anyone know where the audio from the first 4 seconds is from? I'm sure I've heard a full version of it before on /r/deepfakes or a similar source but I can't find anything on it.

Knowing the original author could also help.

That's a global Voat rule. And no, disabling that obstacle would empower multi-account spammers. It's already very easy to overcome: Just participate in a couple of discussion posts around Voat and you'll reach the minimum in a few minutes or hours.
