I'm not super familiar with it but looks like Cruz's plan is to set something like a 10% flat tax on individuals (and 16% on businesses). If everyone pays the same percentage and there aren't a billion loopholes, deductions, etc. then you won't need the 90k employee/ $11.2 billion dollar service to manage it. They'll still need something in place to process everything but it won't be the monstrosity today.

Some scientists at Duke published a report a while ago that the effect of solar output has been underestimated by a minimum of 10-30%. I think everyone can agree that solar output isn't a constant but I don't see much data in global warming papers that people are correcting for solar output. There is also a pretty fair amount of data on other planets showing warming trends / polar caps on Mars melting / etc.
